Carlos Salinas de Gortari: Synonym of Corruption

There are those who believe that the people best prepared to govern must have many university degrees, masters and doctorates, and that this will guarantee a good government. Salinas studied his bachelor's degree in economics at UNAM (National Autonomous University of Mexico), and two master's degrees and a doctorate in government at Harvard during the 1970s. Already in Mexico he began to hold public office and the president before him, De la Madrid, had been his professor at UNAM. That is why De la Madrid made Salinas his "dauphin", catapulting his political career towards the Presidency of the Republic.
